It is not a buoy, it's called a float tube, and they are an essential tool for fishing backcountry lakes only accessible by backpacking in. The bigger fish are generally hiding in the deeper parts of the lake so you should just use your can of worms and spinning reel and stay on shore. Ignorant redneck bait fisherman.
